According to my research, I have found most 10 influencing character in anime.
#10 Shiro from No Game No Life
This character is way to genius. She is a master chess player and is able to speak 18 languages fluently as well as when she encounter Inanity language, she learned it in 15 min. She is a professional gamer in almost 280 games.
Hiro has also beaten a chess program several times which is created to defeat grand chess players.

Armin in manga possess the power of Colossal titan but then also he isn’t the strong, but his intelligence excel to different level. Arwin is smart when it comes tatics and achieving an impossible goal. He has a strong will.
His tactics were proven to be best while capturing and uncovering the truth behind female titan.

This character likes to play with human life and is the most sinister character in the series.
He sells information that causes chaos in the society to place people in the horrible situations and loves to observe their reactions. He is master in parkour and handling knife. He speaks Russian fluently.
He was behind the chaotic breakout took place on Shinjuku, almost causing war in Gangs.
#7 Yuuko shionji from kamisama no Memochou
She works for Neet Detective and is a complete professional hacker. She is the brains of the team and solves most difficult case. She never step foot out of her room and works only on her PC and laptop.
Her age is complete mystery and she referred to herself as Alice. She is the female version of ‘L’.

He was the first God of death and teacher of second god of death before being experimented under Shiro's guidance.
He is immensely intelligent while solving any problem in an instances without harming anyone. He revived Marie from death by strong her blood and destroyed organs because of his speed.
His speed is of Mach 20 so he was able to learn almost all books in a night but he is same as a average perv who loves seeing boobs!

However this character is in the horrible side but he is extremely intelligent in a way he manipulate and corruptive.
He is effective causing suffering and destructing in the world. He is considered as next Adolf Hitler. His goal is to be last man standing when the world is ending. He has deductive reasoning and is excellent talker who always known what to say at the right moment.
He is able to gain anything with this sets of skills like power, wealth, loyal friends, etc. he loves to play dirty!

His skills have not even after taking the pill from black organization and transforming into a small child.
He has photographic memory and Lee. Ability of attention to details. He has the knowledge of various subjects which helps him the most. He is the great athlete in sports like skateboarding and football.
VConan is an all-rounder but he can’t sing at all!

He loves sweets more than his life.

He comes across the death note accidentally and starts giving judgement for justice although being the nations top student and champion in tennis two times in a row. His father is the deputy chief of police force so he was able to gain the all actions being taken against him. He founds some more techniques that the shinigami Ryuk also don’t know. He uses Rem and Ryuk to wave off his obstacles easily.
Although his goal is to bring justice to the world and be he god of the new world but after some years he develops deceptive and shameless of his ability in the end.
